SAP&DC asks you to particpate in our Comprehensive Economic Development Strategy Survey

Please participate in this important survey for our six county region: Bedford, Blair, Cambria, Fulton, Huntingdon, and Somerset.

The Comprehensive Economic Development Strategy (CEDS) is a strategy-driven plan for regional economic development. A CEDS is the result of a regionally-owned planning process designed to build capacity and guide the economic prosperity and resiliency of an area or region. It is a key component in establishing and maintaining a robust economic ecosystem by helping to build regional capacity (through hard and soft infrastructure) that contributes to individual, firm, and community success.

SAP&DC must complete a new five-year CEDS plan. The plan is due at the end of the year for 2020-2024. The survey you are about to participate in is part of the "SWOT Analysis" of the plan:

SWOT analysis elements are commonly understood in the following terms:

  • Strengths are a region’s relative competitive advantages (e.g., industry supply chains and clusters, extensive port, rail, and broadband assets, specialized workforce skills, higher education levels, collaboration among stakeholders) and often are internal in nature;
  • Weaknesses are a region’s relative competitive disadvantages (e.g., a risk-averse or change-resistant regional culture), also often internal in nature;
  • Opportunities are chances or occasions for regional improvement or progress (e.g., expansion of a bioscience research lab in the region), often external in nature; and
  • Threats are chances or occasions for negative impacts on the region or regional decline (e.g., several companies in the region considering moving to lower-cost areas of the state), often external in nature.

SAP&DC is an Economic Development District (EDD) designated by the Economic Development Administration (EDA) under the Department of Commerce. As an EDD, SAP&DC is required to maintain an active and updated Comprehensive Economic Development Strategy (CEDS). An approved CEDS is a requirement for EDA funding of economic development projects. 

SAP&DC’s mission focuses on addressing human resource development, encouraging the creation and retention of jobs, and actively seeking to improve the quality of life for residents of the Southern Alleghenies Region (Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset Counties). 

The CEDS is developed with detailed input from SAP&DC senior staff and well-informed individuals from a wide range of public and professional agencies within the six counties. Contributors include representatives of economic development and planning organizations, businesses, universities, and county governments.
