Comprehensive Economic Development Strategy (CEDS) Committee

SAP&DC is an Economic Development District (EDD) designated by the Economic Development Administration (EDA) under the Department of Commerce. As an EDD, SAP&DC is required to maintain an active and updated Comprehensive Economic Development Strategy (CEDS). An approved CEDS is a requirement for EDA funding of economic development projects. 

SAP&DC’s mission focuses on addressing human resource development, encouraging the creation and retention of jobs, and actively seeking to improve the quality of life for residents of the Southern Alleghenies Region (Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset Counties). 

The CEDS is developed with detailed input from SAP&DC senior staff and well-informed individuals from a wide range of public and professional agencies within the six counties. Contributors include representatives of economic development and planning organizations, businesses, universities, and county governments.

The 2012-2016 Interim CEDS Update represents a fluid and continuous planning process. The interim update reflects a more user-friendly report, which utilized illustrative and spatial analysis techniques prepared with updated demographic and socioeconomic data. To complete the planning process, SAP&DC employed a collaborative and inclusive effort in 2014-2015 to gather stakeholder and general public input for identifying issues facing future economic development. Following this public outreach process, a vision, complete with defined goals and objectives for fostering economic growth and improving the quality of life for residents of the Southern Alleghenies Region was developed. In an effort to adopt a more innovative and progressive approach that enhances transparency and user accessibility, the main deliverable of this update was a mobile-enabled website, which uses a modern, online platform that can be updated with critical project information throughout the 5-year life of the CEDS.
